IAB Tech Lab released the final Podcast Technical Measurement Guidelines version 2.3, clarifying how the industry should count podcast downloads, audience, and server-side ad delivery for both audio and video episodes, IAB Tech Lab and MarTech Edition reported after the Sept. 29 finalization.
The update followed a public comment period in which no comments required changes to the document, both sources note. The guidelines have also moved to GitHub for easier discovery and change management. Version 2.3 states that the framework applies to audio and video podcast episodes distributed through open RSS feeds or podcast apps that rely on server-side file delivery, and it replaces the term “listener” with “podcast consumer.
Additional guidance covers URL prefix measurement, RSS enclosure URL changes, invalid traffic, platform anti-fraud responsibilities, and the different measurement windows used to count valid downloads, IAB Tech Lab writes. MarTech Edition stresses the core marketplace clarification: a download is not the same as a confirmed play, and a server-side ad delivery is not always the same as a client-confirmed ad exposure.
IAB Tech Lab frames v2.3 as a bridge to version 3.0, planned for public comment around mid-2027. That next revision is expected to move beyond downloads toward client-confirmed playback, listen-through, ad completion, video podcasts, skip behavior, scrubbing, and related signals as consumption expands across richer formats.
